A developer at 22209 Susana Avenue is exploiting a loophole to override the Hillside Overlay protections and build a massive two-story home. How? By adding a tiny 355 sq. ft. ADU (Accessory Dwelling Unit), they are triggering the Housing Accountability Act (HAA), which the City of Torrance says allows them to bypass Hillside Overlay view protections that have safeguarded our neighborhood for decades.

What does this mean for you?

  • If you live in the Hillside Overlay, your view and privacy could be next. This sets a dangerous precedent—developers can use a small ADU to skirt the Hillside Overlay and build much larger, taller homes than previously allowed.

  • This project was already rejected twice, but the developer found a loophole to try to force approval under state law.

  • Property values and neighborhood character are at risk if this continues unchecked.  

We need YOU to speak up!
